We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain,having examined the Constitution,and Royal Order No.(18) of 2008 with respect to Establishing the Isa Cultural Centre, and in commemorating the late Shaikh Isa bin Salman Al Khalifa and in appreciation and gratitude to his historical role in building up the modern state in Bahrain together with the human relations and close ties characterized by his era which combined between him, members of his nation, brothers from the GCC states, Arab and friendly states for what Bahrain and its people are characterized with such as tolerance interaction and moderation,
HEREBY ORDERS THE FOLLOWING:
- Article 1
There shall be established an award to be called “Humanities Award” and His Majesty shall be its Honorary Chairman.
- Article 2
The award shall be of an Arab and international nature and shall be given every three years for the best research in the field of the humanities.
- Article 3
The Award shall have a board of trustees comprising a chairman, deputy chairman, and at least five members to be appointed by a Royal Order for a four-year renewable term.
- Article 4
The Board of Trustees shall be entrusted with drawing up the general policy and everything related thereto particularly the following:
To determine the award’s subject in every term provided announcement shall be made at least one year prior to its award.
- To approve the award’s standards and conditions together with the progress of work business at the Award’s General Secretariat.
- To form a technical arbitration board in every term comprising sufficient number of scientific experts in the award subject whether from inside or outside the Kingdom of Bahrain to undertake the evaluation of researches nominated to receive the award and select the best on subjective and scientific bases.
- To plan, follow up and evaluate achievements for the purpose of improving the Award and achieving its objectives.
- To withhold the award if the submitted researches do not rise to its standards.
- To acknowledge and publish resolutions concerning granting the award.
- To supervise the Award’s General Secretariat.
- Article 5
The Board of Trustees shall meet upon the summons of its Chairman and its meeting shall be considered valid if attended by the majority of its members provided the Chairman or his Deputy shall be amongst them. The resolutions of the Board shall be adopted by the majority votes of members present, and in case of a tie, the Chairman shall have a casting vote.
- Article 6
There shall be formed a General Secretariat to undertake the Award’s administrative and financial affairs and shall have a Secretary General and assistant secretary general to be appointed by a Royal Order for a four-year renewable term. They shall be assisted by a number of officers to be appointed or seconded by a resolution of the Secretary General after prior approval from their employees authorities.
- Article 7
Selection for receiving the Award shall be made by a committee comprising at least five prominent members to be selected by the Board of Trustees from inside or outside Bahrain to carry out the selection of eligible candidates to receive the Award.
The Committee shall, for the purpose of selecting candidates to receive the Award, communicate with scientific, research and cultural organisations and literacy associations.
The Committee shall not accept political individuals, societies or parties.
- Article 8
The Award shall not be given to a work which already won an Arab or foreign award.
- Article 9
A person who is nominated to receive the Award shall submit his CV which will include his personal and academic details on the nomination form to be prepared by the General Secretariat and in accordance with the details listed therein, and will sign a statement accepting the arbitration results and conditions determined by the Board of Trustees.
- Article 10
The General Secretary shall collect the winning researches and publish them in a book or more, or publish them through any media or scientific facilities.
- Article 11
The Award shall be a cash prize whose amount shall be determine by a Royal Order. The winner will be given the Award, a certificate of appreciation and a medal. All shall be done at the ceremony under the patronage of his Majesty the King.
- Article 12
This Order shall come into effect from the date of its issue and be published in the Official Gazette.
